The development of information technology in the digital era has driven the growth of online buying and selling transactions in Indonesia. How ever, this progress has also led to various forms of digital fraud that harm consumers. This study aims to analyze the types of fraud in online transactions and examine the effectiveness of legal enforcement and consumer protection through a literature review approach. Based on an analysis of several legal regulations, such as Law No. 8 of 1999 on Consumer Protection, Law No. 11 of 2008 in conjunction with Law No. 19 of 2016 on Electronic Information and Transactions (ITE), and Article 378 of the Indonesian Criminal Code (KUHP), it was found that although regulations are in place, there are still various obstacles in their implementation. These include low levels of digital literacy among the public, limited law enforcement tools, and ambiguities in certain articles of the ITE Law. This study recommends improving consumer education, refining digital regulations, and strengthening inter-agency synergy in combating online fraud.
